Position: Koi’mata Kiki (Academic Dean)
Placement: Executive Position
Duration: A term of 4-years, renewable for only 1 term
Strategic goal: The transformation of the Pasifika’s development narrative through PCU’s ‘Whole of Life’ education vision, and its contextual Christian and interfaith theology and Pasifika indigenous ecological and development philosophies, ethics and concepts. The position is essential to the pursuit of this strategic goal of the university, and that the university does not only offers quality and legitimate academic offerings but also programmes that are uniquely communities-based and are influencing the transformation of the Pasifika Household of God.
Key roles and responsibilities
- Responsible for the academic quality and integrity of all academic programmes of the University;
- Responsible for ensuring all academic assessments and criteria aligned to the University vision;
- Responsible for both the academic programmes and institutional accreditation of the University in collaboration with the Registrar;
- Coordinates and manages the university’s toloa (student) registration and enrolment system, safekeeping of toloa academic records, and oversee the maintenance of their records, including enrolment, grades, transcripts, and graduation status;
- Oversight of the production and approval process for all new academic programmes and courses for the University;
- Fundraise for grants to strengthen academic developments and quality assurance;
- Responsible for international recognition and accreditation of all University programmes;
- Responsible for all international joint academic programmes;
- Responsible for initiation and approval of all academic prizes for the University;
- Oversee all examination processes and procedures of the University;
- Be responsible for the oversight of Toloa (Student) Services & Support;
- Oversee the development and academic quality of the University library;
- Responsible for the Online Distance e-Learning services of the University;
- Report to the Uli (Executive Board) through the Pou Tu’uloto (Academic Board) on academic matters, academic issues, and academic developments;
- Responsible for organizing the approval and awarding of all academic degrees and certificates;
- Responsible for the development and implementation of the annual Academic Handbook;
- Responsible for the production, review, and safeguarding of all Academic policies and data;
- Responsible for all academic admission processes and procedures of the University;
- Reporting to and advising the Pou Tu’uloto and the Manu Folau (Vice Chancellor) on all academic matters, of administration including, registration, assessment, and the future development of academic programmes.
- Act as the Deputy Chair of the Pou Tu’uloto (Academic Board);
- Responsible in dealing with all academic misconduct matters throughout the University;
- Establish and oversee appropriate systems of Toloa academic mentoring of completion rates;
- Perform any other task required by the Manu Folau (Vice Chancellor).

Required Qualifications & Experience:
- Holds a PhD degree from an internationally recognised higher education institution
- Well-grounded in values-based education
- Minimum ten (10) years in executive senior management positions in University level.
- Minimum ten (10) years of academic deanship and programme accreditation position in tertiary and/or university level
- Minimum ten (10) years of teaching experience and research supervision in university level
- Minimum ten (10) years of creating and reviewing academic policies, ordinances, and organizational cultures
- Proof of successful grants application valued at $350,000.00 Fiji Dollars.
- Proof of work in the fields of decolonial studies and/or indigenous studies and methodologies
- Proof of work in holistic communities-based approaches to learning with some emphasis on justice-oriented pedagogies and transformative education
- Good and quality track record of academic research and publication with international recognition
- Commitment towards disadvantaged people and grassroot indigenous communities
- Passionate to promote the ‘Whole of Life’ vision of the University

Salary Package – $95,094.44 Fiji dollars plus accommodation in the University campus in the market value of $60,000.00 Fiji dollars per annum.
Probationary period – a one (1) year probationary period until the candidate completes the communities cultural immersions, the Pasifika Philosophies course, and leadership training. A review process will take place before 12 months is over to determine the confirmation of position.
Note that all positions will have a 1 year probationary period where they will have to complete a cultural immersion process, including taking the Pasifika philosophies course, and leadership training all within one year. All benefits and salary remain the same, subject to the confirmation of the position.

Position Description
The Koi’mata Kiki (Academic Dean) is responsible for the administration and leadership of the academic work of the whole university. The position is to ensure two (2) essential aspects in academic learning: (a) in all PCU’s academic offerings and assessment, the university’s ‘Whole of Life’ education vision and the two foundations of contextual Christian theology and Pasifika indigenous philosophies and traditions of ethics are embedded in the content of the university’s academic courses, teaching pedagogies, and community learning exchanges; (b) all PCU academic programmes and offerings are consistent with PCU’s academic policies and legislations, and are registered and accredited with external registration and accreditation bodies in Fiji and in the region.
1. Strategic goal
The transformation of the Pasifika’s development narrative through PCU’s ‘Whole of Life’ education vision, and its contextual Christian theology and Pasifika indigenous ecological and development philosophies, ethics and concepts, is the strategic goal. 2. Strategic responsibilities
- Academic Leadership: Provides vision and direction for the university, promoting academic excellence and innovation in teaching and research.
- Facilitators of Learning (FOL) Management: Responsible for recruiting, hiring, and mentoring faculty members, as well as facilitating faculty development and evaluation.
- Curriculum Development: oversees the development and implementation of academic programs and curricula, ensuring they meet educational standards and industry needs.
- Budgeting and Resource Management: Manages the budget for the schools, allocating resources effectively to support academic and operational needs.
- Strategic Planning: Participate in institutional planning and policy development, aligning the school’s goals with the broader university mission.
- External Relations: May represent university to external stakeholders and invitations.
- Accreditation and Compliance: Ensures that academic programs meet accreditation standards and comply with university policies and regulations.
- Conflict Resolution: Proactively address conflicts involving faculty, staff, and students, promoting a positive and inclusive academic environment.
- Conferring of Degrees and Certificates: Review the recommendations from the Heads of Schools for the conferment of degrees and Certificates and recommend to the Pou Tu’uloto (Academic Board) and Uli (Executive Board).
- IMPORTANT: Ensure that all of these proposals and systems are framed in the spirit of the ‘whole of life’ vision and the vakamareqeti nai yau bula philosophy of care[1].
[1] This iTaukei Fijian phrase means to care and nurture the yau (wealth) of a community found in its human relations, traditions of wisdom and culture, and its natural environment. Its application to PCU means that each member of the university (council, executive and committee members, PCU Officers and Executives, Senior Officers, FOL, staff, toloa, and families) has the duty of care to protect and nurture the wealth of the college – human relationships, its traditions and history, its assets, and its financial and material resources, and the yau (wealth) of the communities it partners with.
3. Operational Responsibilities
- Provide vision and direction for the development and promotion of PCU’s ‘whole of life’ vision, its academic excellence and innovation in teaching and research.
- Mentor facilitators of learning, as well as facilitating their capacity development in areas of teaching and learning needs, and evaluation of academic programmes.
- Oversee the development and implementation of academic programmes and curricula, ensuring that they meet higher learning education and accreditation standards, and Pasifika communities’ needs.
- Oversee the management of each school’s budget, the allocation of financial resources to effectively support academic and operational needs of each school, and ensure that accurate financial procedures and reporting to the finance office are observed.
- Required to participate in institutional academic programme planning and policy development, aligning the schools’ goals and academic offerings with the broader PCU mission.
- Ensure that all PCU academic programmes, from pre-degree to PhD, meet the accreditation standards, and are compliant with PCU academic policies and regulations.
- Proactively address conflicts involving facilitators of learning – teaching, managerial and administrative staff, and students, and promote a positive and inclusive academic environment.
- Review and assess recommendations from the Heads of Schools and Manbruks (Directors of Centres and Institutes) on the conferment of certificates.
- Produce analytical and quality reports on the academic programmes, students’ progress, and graduation recommendations to the Pou Tu’u Loto and the Uli.
- Provide supervision and mentoring, when required.
- Chair the Poutu’u Lolo in the absence of the Manu Folau.
- May represent PCU to external stakeholders.
- Perform any other task required by the Manu Folau.
- Reports to the Manu Folau.
4. Attributes
- Academic Excellence and experience: The Koi’mata Kiki is the head of the teaching staff. Therefore, he or she must have the relevant academic qualifications. The position requires a strong academic background and experience, including a professor in the relevant field. The Dean should have worked in similar positions for at least 10 years.
- Leadership Skills: The ability to inspire and guide faculty, staff, and students towards achieving the university’s missions and goals.
- Administration Skills: It is envisaged that the Koi’mata Kiki will spend a large part of his time on administration. She or he will therefore be required to have administration skills in similar positions in the past.
- Curriculum Development: One of the Koi’mata Kiki’s major roles is to develop and design curriculum and get these accredited by the relevant authority. He or she must therefore have skills in this area.
- Innovative Thinking: The PCU is a new university with a strong orientation to the whole of life approach. Therefore, a forward-thinking approach to embrace these new ideas and technologies is required.
- Interpersonal and communication skills: The Koi’mata Kiki is expected to build relationships at multiple levels. Therefore, strong relationship-building skills to foster collaboration and a positive campus culture are required. The Koi’mata Kiki must possess excellent verbal and written communication abilities to effectively engage with diverse stakeholders, including faculty, students, alumni, and the community.
- Integrity and Ethical Standards: The Koi’mata Kiki must be committed to upholding high ethical standards and transparency in decision-making processes.
- Dispute resolution: The Koi’mata Kiki should have skills and experience in dealing with dispute resolution.
- Teaching: The Koi’mata Kiki may be required to teach. The suggested allocation time for the Koi’mata Kiki is 20% teaching, 40% administration and 40% writing.
